For how long more?

After reading this article (https://sg.news.yahoo.com/japans-leader-says-express-remorse-world-war-ii-094415882.html) discussing Japan's take on their responsibilities for causing World War II...No offense, but my first thought was, how long more is this debate going to go on for?
Do all Japanese descendents have to take on the heavy weight of responsibility for the heinous crimes that their forefathers committed 70 years ago?
I understand that Japan had not owned up specifically saying, yes, we are the ones who created the large massacre, we are sorry, we will be responsible for everything.
But how could they?
The after-effects of the war are on an immeasurable scale and it is impossible to take on the burden of every single one of them. Even so, does Japan need to take all of it? Then what happened to the responsibility of Germany?
There you go. It's another game of pointing fingers. War is war because there were multiple parties. If Japan was the only one responsible, it will be called a failed conquest and not war.
Even though the effects are still being felt to this day, is 70 long years really not enough to learn from all these mistakes and move on?
We must not forget the past, but the future is equally important. We do not have to inject victim mentality into the whole next generation and turn them into dwellers of the past. Then that will indeed turn into another crime.
